Todd Palumbo, MD
Medical Director, Psychiatry
Todd Palumbo, MD, Psychiatric Dr. Palumbo graduated from Case Western Reserve University with his M.D. and M.B.A.; he completed his residency in psychiatry and fellowship in forensic psychiatry at University of Cincinnati. He is board certified in psychiatry, forensic psychiatry, and addiction medicine. He is a fellow of the American Psychiatric Association and the American Society of Addiction Medicine (ASAM). Dr. Palumbo enjoys collaboration with a multi-disciplinary team, and he focuses his treatment on evidence based medicine.

Robbie Bahl, MD
Family Medicine
Dr. Robbie Bahl is Board Certified in Family Medicine and board eligible for the Addiction Medicine Board Certification (ABAM). Dr. Bahl completed his fellowship in addiction medicine at Columbia University at the Addiction Institute of New York. He completed his residency program at Drexel University School of Medicine. Dr. Bahl specializes in addiction and enjoys working with patients in need of medication assisted therapies.

Vandana Bindal, MD
Medical Director, Internal Medicine
Dr. Vandana Bindal is a board certified internal medicine physician who works with patients on the short-term management of their physical health needs while in treatment at Cedar Hills Hospital. She earned her medical degree from Sawai Man Singh Medical College in Rajasthan, India. Dr. Bindal completed her residency in internal medicine at Wyckoff Heights Medical Center in Brooklyn, New York, an affiliate of Cornell University. She brings 18 years of medical expertise to Cedar Hills Hospital.

Sonia Dumas
Family Nurse Practitioner
Sonia Dumas is a Board Certified Family Nurse Practitioner. Her educational background includes graduating from Oregon Health & Sciences University and Western University of Health Sciences. Sonia is new to Cedar Hills Hospital as of August 2019. She says, “I absolutely love coming to work. I have had very positive encounters with all members. Teamwork, compassion for patients, and overall positive energy makes Cedar Hills Hospital a great place to work”. In her spare time, she loves to cook, workout, and spend time with her family.

Utako Sekiya, MD
Psychiatrist
Dr. Utako Sekiya is a staff psychiatrist in the mental health program at Cedar Hills Hospital. She earned her medical degree from Fujita Health University in Toyoake, Japan. She completed her residency in the Department of Psychiatry at Oregon Health & Science University and a fellowship in “Cross-Cultural Traumatic Stress” at the Intercultural Clinic at OHSU. Dr. Sekiya received intensive training for culturally sensitive psychotherapy for Asian immigrants via an interpreter. Dr. Sekiya is fluent in English and Japanese.

Brian Esparza, MD
Psychiatrist
Dr. Brian Esparza attended Medical School and completed his residency at University of Washington. He is board board certified in psychiatry, addiction medicine, as a medical review officer and as a substance abuse professional. Dr. Esparza has 20 years of Inpatient experience and is dedicated to evidence based dual diagnosis treatment.
